Private-sector and public-sector organisations face major challenges. Customers and citizens demand products and services of the right quality and at the right price. Shareholders and political masters insist on healthy profits, financial targets, high standards of service and quality, and efficiency. Meanwhile, employees have an interest in co-determination, skills development, good management and a fulfilling working life.

There is a need to make essential changes while keeping the organisation running on a day-to-day basis, not least because of a growing shortage of qualified labour, a pressure/will for more outsourcing and increasingly onerous social obligations.
